POSSIBLE USES OF NON-RESIDENTIAL FACILITIES IN ORDER TO INCREASE BUDGET REVENUES

The problems of effective use of non-residential facilities are relevant not only for St. Petersburg, but also for various regions of Russia. Statistics show that non-residential facilities account for more than 50% of the total city property, which must be properly used to increase the city's budget revenues. This article is aimed at drawing attention to this problem and searching for possible options for the use of non-residential stock in Russian regions in modern conditions. The author analyzes modern publications of Russian and foreign authors on the studied issues. Of scientific and practical interest are the author's proposals on the use of the non-residential fund of St. Petersburg to increase the income of the city budget.

STUDYING THE ROLE OF IMAGE FORMATION IN THE BANKING SECTOR

This article reveals the importance of image formation in the banking sector. Recently, the competition in the banking industry has seen increased and creating a positive and trustworthy image has become vital to ensuring the long-term success of a credit institution. The work examines both the very concept of «organizational image» and an overview of the positioning of the largest banks in Russia. In addition, the article examines the influence of image formation on customer loyalty and their criteria when choosing a bank. Through a comprehensive review of existing literature, this study sheds light on the role of image in attracting and retaining customers in the highly dynamic banking sector. The results obtained provide banking institutions with valuable information for developing effective strategies for building an image, and as a result, strengthening their positions in the market.

DRIVERS FOR CONSIDERATION OF ENVIRONMENTAL AND SOCIAL FACTORS IN THE DEVELOPMENT OF THE REAL ESTATE MARKETS IN DIFFERENT REGIONS OF THE WORLD

Recent trends in real estate markets in various regions of the world show an increased focus on environmental and social considerations. The purpose of this article is to find answers to the question of why this happens. During the study, the authors executed an analysis of a wide range of modern publications. The scientific novelty is the set of drivers formed by the authors based on the results of the analysis, including the widespread increase in the public importance of sustainable development, global technological innovations, political decisions and legislative initiatives in various countries, as well as public-private partnerships in the development of regional real estate markets in individual countries.

… PLUS GASIFICATION/ADDITIONAL GASIFICATION OF ALL RUSSIAN USERS AND OTHER INDUSTRY PROBLEMS

The material of the proposed article seems to the authors to be extremely relevant in connection with the 11 packages adopted by the Western community against Russia, containing more than 12 thousand of all kinds of sanctions and restrictions, including in relation to the export of hydrocarbons. This circumstance has put the domestic economy in an extremely difficult situation, especially in the context of a special military operation. Reorientation of the oil and gas industry to the East, to the countries of Greater Eurasia, year-round transport and industrial development of the Northern Sea Route and the Arctic zone of Russia will not only overcome the problems and difficulties that have arisen, but also strengthen political and economic ties with the states of the Silk Road and the Organization of the Collective Security Treaty (CSTO). The purpose of the study is to provide a comprehensive economic assessment of the implementation of the state Program for Social Gasification/Additional Gasification in the constituent entities of the Federation, as well as to forecast industrial production based on the processing of hydrocarbon raw materials at different degrees of technological conversion into lines of consumer goods and products intended for export. The research results obtained so far by the authors of the article boil down to a review of information sources on the identified problems, an analysis of individual issues of the dynamics of production, export supplies, transportation and pricing of domestic hydrocarbon raw materials, and to determining the success of the implementation of the gasification program in individual regions of the Federation. The conceptual approaches involved were discussed. In conclusion, the article is accompanied by a number of author's conclusions.

COMPARATIVE ANALYSIS OF SOFTWARE PRODUCTS USED IN DISTANCE LEARNING

The article provides a comparative analysis of software products used in the field of distance learning. The most popular foreign software solutions for video conferencing were considered: Zoom, Microsoft Teams, and their domestic analogues, as well as the most used educational electronic platform in Russia – Moodle. Their functionality, cost and scaling capabilities are analyzed. The study provides the information needed to select the most appropriate platform for effective and efficient distance learning.

ARTIFICIAL INTELLIGENCE IS A DRIVER OF SUSTAINABLE ECONOMIC DEVELOPMENT

The article discusses the trends in the introduction and the need to use artificial intelligence to ensure sustainable economic development in the Russian Federation in 2023. The authors of the article systematized data on the fields of application of artificial intelligence, the experience of its use in Russia and abroad. The influence of artificial intelligence on the economy as a technology of the future is analyzed. A number of studies in the field of artificial intelligence are presented and data on the fields of application of artificial intelligence both in Russia and abroad are systematized. The article concludes that in the Russian Federation in 2023 there is a tendency to actively introduce and use artificial intelligence in order to ensure sustainable economic development. For this purpose, special commissions and centers are being created that are engaged in the development of ethical and legislative norms for the use of AI, as well as solving specific tasks in various fields, for example, ecology and logistics. In general, the article points to the importance of AI as a driver of sustainable economic development and emphasizes the need to continue work on its integration into various fields of activity. The use of artificial intelligence can be essential for achieving sustainable development goals, such as economic growth, environmental protection and social equality.

CUSTOMER-ORIENTED APPROACH FOR INDIVIDUALS WHEN MOVING GOODS THROUGH THE CUSTOMS BORDER

The quality of the work of the customs authority is assessed by individuals moving goods across the customs border, based on: the conditions in which they expect the realization of their subjective rights and the duties assigned to them, interpersonal interaction with the official and the time they spend waiting for the service.

In 2022, a declaration of Customer-centricity and 3 standards were developed: "The State for Citizens", "The State for Business", "For the Internal Client". The introduction of a client-centric approach in public administration in order to improve the quality of services requires the development of information systems, quality improvement in interpersonal interactions and the simplification of the interaction technology itself.
In this article, we will analyze the development of a client-oriented approach in the interaction of customs authorities and individuals moving goods for personal use.

THE DEPENDENCE OF THE MOTIVATION OF THE CONSUMER OF TOURIST SERVICES ON THE PSYCHOLOGICAL TYPE IN THE CONTEXT OF THE THEORY OF GENERATIONS

This article traces the specifics of the requests of potential consumers of tourist services, based on psychology, in order to identify its interdependence with the alleged motivations and needs in the context of the implementation of a tourist product. The study highlights the importance of identifying the psycho-psychological characteristics of the environment and the influence of external factors on their formation for the subsequent determination of the vector of formation and improvement of the quality of services in the conditions of the national tourism complex. With the help of the analysis, the intersection between the personal aspects, behavioral subtleties of potential tourists and the choice of destinations for travel, taking into account the attached resources, is found. The work includes an analysis of the underlying system – the theory of generations, as well as works, systems and models relevant to the issue under study.

PROBLEMS OF ENSURING ECONOMIC EFFICIENCY OF PARTICIPANTS OF THE ECOSYSTEM OF INCLUSIVE TOURISM

The paper contains a description of the ecosystem of inclusive tourism. The factors that have an impact on the value creation of participation in the ecosystem of inclusive tourism are presented. The need for inclusion of commercial operators in the ecosystem of inclusive tourism is substantiated. Potential models of financing in order to ensure affordability of inclusive tourism services are described (public-private partnership, crowdfunding, certificates etc). We demonstrate that public-private partnership is the optimal model of state participation in financing inclusive tourism services.

THE ROLE OF THE "GREEN" TAXONOMY IN PROJECTS’ EVALUATION FOR RURAL TOURISM DEVELOPMENT IN RUSSIAN REGIONS

In 2022, rural tourism was recognized in the Russian Federation as one of the priority areas of state policy in the field of agricultural development and regulation of markets for agricultural products. The purpose of this article is to determine the impact of projects for the development of rural tourism on the state of territories and to develop recommendations for the use of “green” taxonomy for selecting and financing such projects that will help improve the sustainability of Russian regions. The authors propose a set of ESG indicators that can be taken into account by rating agencies when assessing rural tourism development projects in Russian regions.

ASSESSMENT OF DIFFERENTIATION OF REGIONAL TOURIST AND RECREATIONAL COMPLEXES (ON THE EXAMPLE OF THE ORENBURG REGION)

The article presents the stages of assessing the differentiation of regional tourist and recreational complexes using such differentiation factors as: natural resources, cultural and historical resources, socio-economic resources of tourism, tourism organizers, national tourist routes. The algorithm was tested on the example of the Orenburg region, based on the assessment, promising directions for the use of differentiation factors of regional tourist and recreational complexes for the Orenburg region were determined: "bet" on the uniqueness of the tourist resources of the region; design, testing and implementation of new tourist routes; introduction of new forms and methods of tourist services; activation of work with information about tourist resources, organizations and products; promotion of regional tourist and recreational complexes.

PRODUCTION OF COMMERCIAL MILK AND COMPETITIVE QUALITY OF DAIRY RAW MATERIALS IN THE REPUBLIC OF BASHKORTOSTAN

The article considers the indicator of marketability of milk, which directly affects the formation of competitiveness of raw milk produced in the Republic of Bashkortostan, and raw materials for further export and production of dairy products. The factors and features influencing the indicator of the volume of commercial milk production in the Russian Federation and the analyzed region, the quality of milk are revealed. The volume of commercial milk production is the main key indicator of the development of dairy cattle breeding, since it is commercial (and not all raw) milk that is the resource base for the industrial production of dairy products and only commercial milk can be reliably accounted for. To date, in the republic, the share of commercial milk from the total milk yield is only 51%, with the average Russian indicator of 73.7%. Based on this, possible ways to solve the problem of increasing the volume of commercial milk production in the Republic of Bashkortostan, as well as the impact of modernization of production facilities, state subsidies and investments in the development of the industry are considered. Statistical information on the state of the dairy industry in the region is provided.

USING THE POTENTIAL OF FEDERAL AND REGIONAL PROJECTS TO DEVELOP PLASTIC RECYCLING IN RUSSIA

Problems of plastic waste management are relevant for various regions around the world, including Russia. Statistics show a steady increase in the use of plastic, which needs to be properly disposed of once it is no longer used. This article is aimed at drawing attention to this problem and finding ways to build a plastic waste management system in Russian regions in modern conditions. The authors analyzed modern publications by Russian and foreign authors on the issues under study. Of scientific and practical interest are the authors’ proposals for using the potential of federal and regional projects to form an industrial symbiosis of large state-owned enterprises with small and medium-sized businesses in the field of recycling recycled plastic.

MODERN CONCEPTS OF SUSTAINABLE DEVELOPMENT OF REGIONAL HOSPITALITY SYSTEMS ON THE EXAMPLE OF ARCTIC TERRITORIES

The article deals with the issue of sustainable development of regional hospitality systems on the example of the Arctic territories. In modern Russia, one of the priority goals is the development of regions throughout the state. Within the framework of the concept of sustainable development, the hospitality industry is also considered, which focuses not only on working with guests from country's other regions, but also with guests from other states. This issue is especially relevant in the context of considering the topic of development of the hospitality sector in the Arctic zone: actively growing extreme tourism requires comparable rates of development of regional hospitality systems, while climatic features and multiple technical difficulties do not allow the rapid and effective development of this area in the Arctic. The article examines the main trends in relation to the sustainable development of regional hospitality systems in Russia in general and in the Arctic in particular.

CURRENT ASPECTS OF TRANSFORMATION OF REGIONAL AVIATION AS A FACTOR OF SOCIO-ECONOMIC DEVELOPMENT OF THE REGION

For many regions of Russia, including Siberia, the Far East and the Far North, aviation seems to be vital, and sometimes the only mode of transport available. In particular, for the Arctic regions, more than 60% of the territories are accessible only by air transport. Taking into account the vast territory of the country, the development of regional aviation represents one of the most important structural elements of the socio-economic development of Russia. Along with ensuring transport accessibility of remote areas, the functioning and development of regional air transportation acts as a factor in the demand for related industries, construction and the service sector. However, the current state of regional aviation in Russia is prosperous and does not meets modern requirements. As a result, the question arises of serious modernization and elimination of existing problems in this civil aviation sector. The scientific novelty of the article includes the proposed directions for the transformation of regional air transport systems.

MANAGEMENT OF SUSTAINABLE BUSINESS DEVELOPMENT

Against the background of geopolitical instability and the consequences of the pandemic, there has been a reassessment of values, and the management of sustainable business development has become especially popular. The article examines the evolution of approaches in the management of sustainable development, the authors of this article propose a four-pronged approach that includes the IT component of business, inseparable in the age of information technology, combining and improving the implementation of goals in relation to three traditional components (economic growth, environmental safety, social balance). The analysis of approaches in the management of sustainable development in Russia and abroad is carried out.

BENCHMARKING AS A TOOL FOR FORMING A MARKETING STRATEGY FOR THE DEVELOPMENT OF A CATERING COMPANY

The article is devoted to the consideration of the essence and specifics of benchmarking as a method of comparing the key indicators of an organization with the corresponding indicators of competitors or with the average level in the industry in order to rank it and as a process of determining, understanding and adapting existing examples of effective business processes in order to improve their own similar processes. The practical significance of the materials of the article is to assess the productivity of the introduction of benchmarking elements into the process of forming a marketing strategy, for benchmarking evaluation of other enterprises, and analysis of data obtained because of benchmarking research.

PROBLEMS OF FUNCTIONING OF THE ELECTRICAL ENGINEERING MARKET IN THE CONTEXT OF SANCTIONS AND IMPORT SUBSTITUTION

This article reviews the views of prominent Russian economic figures on the imposed economic sanctions, as well as their foreign colleagues. An analysis is made of the benefits of sanctions against Russia for the main participants in the “Western coalition”. Using the example of the natural gas market, the inappropriateness of blocking energy supplies from Russia is shown. The financial losses from the unfinished Nord Stream 2 project are presented, and how instability in interstate relations between Russia and the EU affected the price of natural gas on the European energy market is considered. In conclusion, conclusions are presented and prospects for economic development for Russia under conditions of sanctions pressure are outlined.

WORLD ECONOMIC DIPLOMACY

Traditional studies in the field of diplomacy have long been based on realistic and neorealistic approaches to international relations, which gave rise to a state-centric analysis of mainly political programs, giving way to economic issues. However, recently scientists have begun to pay attention to international relations that go beyond security. Thus, there has been a significant change in the study of diplomacy, with an emphasis on a better understanding of the processes and practices underlying economic diplomacy. New concepts of diplomacy have emerged, such as catalytic diplomacy, network diplomacy and multi-stakeholder diplomacy, which offer new tools for recognizing the wide variety of State and non-State actors in diplomatic practice, as well as for exploring the diverse and changing characteristics of diplomatic processes. In this context, two main topics in the study of diplomacy can be distinguished: The first is the role of a diplomat as an agent in international political economy, the second is how to fit into a diplomatic department for officials who do not belong to the state or the Ministry of Foreign Affairs. In the changing environment caused by globalization, economic diplomacy stimulates the development of various diplomatic methods and practices in new and existing economic forums. Four key ways of economic diplomacy have a significant impact on the management of modern globalization: commercial diplomacy, trade diplomacy, financial diplomacy and the provision of consular and visa services in connection with increasing immigration flows. The development of these methods of economic diplomacy has shaped our understanding of diplomats, their role and ways of its implementation.
