THEORETICAL AND METHODOLOGICAL ASPECTS OF INVESTMENT DESIGN IN THE CORPORATION

The article discusses the active implementation of investment projects are an important factor in the development of the national economy, individual regions and municipalities of the Russian Federation. The importance of these projects is due to the fact that their implementation can be accompanied by the introduction of modern technologies, the creation of new highly productive jobs, the growth of payments to budgets of different levels, multiplier effects, etc. Improving the investment climate, stimulating investment and investment activity, in this regard, is one of the priorities of the state. At the same time, the implementation of any investment project requires its qualitative economic justification. In this regard, there should be qualitative, scientifically sound methodological recommendations for assessing the economic efficiency of such projects, approved by the relevant public authorities.

ON THE EVALUATION OF INCREASING EFFICIENCY OF ENTERPRISE ACTIVITIES

The article discusses approaches to assessing the increase in the efficiency of a manufacturing or trading enterprise as a result of a set of measures. The feasibility of using certain profitability indicators is analyzed. Most attention is paid to profitability of sales and profitability of products. The reasoning is illustrated by a hypothetical calculation example. Measured in the example of the measure affect the various financial results of the company – production and total cost, revenue, other income, as well as estimated indicators of gross profit, profit from sales, taxable and net profit. The results can be used in the practical activities of economists and managers.

ON BUDGET FINANCING OF THE SOCIAL SPHERE IN THE CHECHEN REPUBLIC

Today, the Chechen Republic has sufficient potential for successful socio-economic development, due to its convenient geographical location, favorable climatic conditions, positive changes in the socio-political situation, however, despite the progressive pace of development, the Chechen Republic continues to be one of the regions recipients. The author considered the results of the budget policy pursued in the Chechen Republic in terms of budget revenues, conducted an analysis of the execution of the budget revenues, made relevant conclusions. The author made an attempt to highlight the regulatory changes that affected the revenue side of the budget, to identify the main trends in the development of the budget system of the republic. In order to increase the revenues of local taxes to the consolidated budget of the republic, together with the territorial bodies of federal executive bodies, measures were taken to identify the owners of unregistered land plots and other real estate and to bring them to taxation, to involve real estate objects in the tax turnover. As a result of the study, the author proposed directions for increasing the revenue base of the budget of the republic, set primary tasks that require special attention, since it is the solution of these problems that will increase the own sources of revenue of the regional budget. It is concluded that the efforts that the leadership of the republic and the federal center take are not enough, due to the fact that the region remains highly subsidized. The author also presents in the article the main directions of the budgetary policy of the republic, the main objectives of which are the unconditional fulfillment of all socially significant obligations, the creation of conditions for the sustainable socio-economic development of the Chechen Republic, taking into account the priorities of the socioeconomic development of the Chechen Republic when planning and financing the expenses of the republican and local budgets.

SOME ASPECTS OF THE ECONOMIC DEVELOPMENT OF DONOR AND RECIPIENT REGIONS BY THE EXAMPLE OF TWO REGIONS

Today's rapid development of the world, and with it interhuman and interstate relations, make us, based on political and economic analysis, suggest the main trajectories of the further movement of social relations. The economy of the beginning of the third millennium is characterized on the one hand by unstable growth vectors, on the other hand, by ever-accelerating processes that “draw” economic units into the global process of globalization, which is a favorable environment for the development of individual economic entities, both individual regions and the entire economy Russia as a whole. The aim of the study is to analyze the generality and differences of the regional economic development of Russian regions based on the materials of recent scientific research in Russian literature on the evolution of federal politics, the media, and on this basis the development of general theoretical principles, scientific approaches and an understanding of the development of economic federalism in the Russian Federation . Based on the goal, the study formulated the following tasks:
1) to analyze the general and different features of regional development for regions - donors and regions - recipients;
2) determine the impact of economic theories of regional policy on the formation of the domestic practical model of regional policy.

NATIONAL DEVELOPMENT PROJECTS AND INNOVATION MANAGEMENT

The first year of implementation of national projects (2019 - 2024) is characterized by obvious slippage, especially if we evaluate the results of the implementation with the final effect for Russian citizens. The article attempts to analyze the economic and managerial factors affecting the effectiveness of the implementation of national projects and, first of all, the Digital Economy project. If we analyze only two goals of this national project: to increase the efficiency of the main sectors of the economy through the introduction of new technologies and prepare future personnel taking into account end-to-end digitalization, it becomes clear that both of them will not actually be achieved without new management approaches both in the economic sphere itself and in the field of training new innovation-oriented personnel. The study of the situation showed that in the implementation of national projects there are growing problems with the lack of trained technical and technological personnel who could ensure the implementation of programs for the implementation of certain areas of national projects, the development and implementation of modern, including digital, technological achievements, and on the other hand The shortage of personnel both at the production and at the level of state administration, capable of efficiently using modern methods of command, design, and information, is also pronounced. Discount preparation, work in an innovative environment. It is concluded that one of the main links in achieving the result in the economic component of national projects is the really felt shortage of managerial personnel capable and ready to manage innovative development, effectively allocating resources, time and priorities. These negative trends are manifested both directly at the level of production units, and at the level of corporate governance in state monopolies and at the level of state administration and regulation of the economy. It is the lack of managerial personnel with modern innovative training that significantly reduces both the competitiveness of individual enterprises and the economy of the country as a whole. The article concludes that the lack of systematic managerial training at the innovative level using the methods of project activities based on modern information resources complicates the formation of competitiveness both in the staffing environment of public administration and among production level managers for the direct organization of innovation implementation processes in economic entities of Russia

PRINCIPLES AND METHODS OF SUBSTANTIATION OF INVESTMENT AND TARIFF POLICIES IN FUEL AND ENERGY COMPLEX

The article defines the basic principles and methods for the development and implementation of investment and tariff policies in the fuel and energy complex. The author refers to methods of managing tariff and investment policies forecasting energy prices on domestic and world markets, strategic and current planning for the development and functioning of energy companies, taking into account all types of costs when determining energy tariffs, monitoring and analyzing performance indicators of energy companies. Among the principles of management, the principle of efficiency, the principle of science, the principle of innovation are distinguished. The findings are based on a phenomenological approach that favors expert judgment. The scientific novelty of the study consists in substantiating the specifics of the principles and methods considered in relation to the fuel and energy complex.

Determining the economic  efficiency of investments in innovative products,  taking into account the characteristics of investment, is the goal of this article.

methodological apparatus for the study of corporate communications (CC) as a specific highly complex and most variable component of management and marketing in corporations. Approaches to the formation of
CC are proposed based on the refinement of target groups of recipients, their priorities, a description of the content they need, and also on assessing the level of CC development. For this purpose, a methodology is
proposed for assessing the level of corporate communications (LCC) based on the integration of four particular parameters: systematicity, adequacy, complementarity and innovativeness. The approaches to the study
of the effectiveness of CC are justified, taking into account their impact on business and society, starting from the concept of relationship marketing. A model of CC managementis outlined.

COMPLEX ESTIMATION OF THE MARKET OF LOGISTICS SERVICES

In the article the actual research of dynamics and tendencies of development of the market of logistic services in Russia is carried out. In conditions of constant changes in the nature of global processes and their impact on the country's economy, the growth of demand for all types of logistics services will depend on the innovation and production potential of domestic enterprises. In the conditions of economic sanctions adopted in the international arena towards Russia, the previously observed pessimistic growth of the country's economic development and competitiveness between enterprises has already been transformed to an optimistic level. At the same time, there are still difficulties in the market of logistics services. Low incentive policy for the development of small and medium-sized businesses, insufficient level of attractiveness of industries in the regions of the country, as well as the level of technological development, does not provide stable economic growth. The present study will identify the average assessment of global and Russian market LU, assessment of logistics outsourcing market volume and dynamics of the world market of 3PL services, the structure of the Russian market of logistics services.

The general and particular principles of F. Taylor's scientific management system are considered. The results of a study of the processes of the implementation of the principle of division of labor of the scientific management system of F. Taylor, derived more than a hundred years ago in the United States as applied to enterprises as socioeconomic systems at the microeconomic level, as applied to the modern macroeconomic system of socio-economic development - the national economy, are presented. Peculiarities of the implementation of the principle of the division of labor in the implementation of processes of managing the socio-economic development of Russia in modern conditions, which have, including an inversion character, are compared with the original interpretation of the principle by F. Taylor.
