INNOVATION AS A KEY GROWTH FAC-TOR AND COMPETITIVE ADVANTAGE OF THE BANK

In this article, a literature review of infor-mation sources on the topic of innovation in the banking sector is carried out, various approaches to the definition of the concept of banking innovation and their classifica-tions are considered, and groups of innova-tive processes are presented. The descrip-tion of the stages of development of innova-tive activities of banks in Russia and their characteristics are given. The factors re-straining the growth of innovations, the paths of successful innovative development and the main promising areas for the develop-ment of banking innovative technologies in Russia for the near future are considered.

HUMAN CAPITAL MANAGEMENT METH-ODS IN THE CONTEXT OF INNOVATIVE ENTERPRISE DEVELOPMENT

Currently, there is a global trend towards the overhaul of human resource role at the en-terprise level, which is continuing to advance in the direction of using the concept of hu-man capital as the principal factor driving innovation capacity. In order to stimulate innovation, the process of building effective human capital management system requires the adaptation of the existing methodological approaches to innovation activities and the development of human capital management methods. However, little work has been done yet to develop a system overview of this problem. The paper explores the exist-ing methodological approaches to human capital management with their links to inno-vation development. From this review, the author develops the classification of the hu-man capital management methods contrib-uting to innovative enterprise development.

EVALUATION OF THE MILITARY AND ECONOMIC EFFECTIVENESS OF THE SYSTEM OF FOOD SUPPLIES FOR THE ARMED FORCES IN THE ARCTIC ZONE OF RUSSIAN FEDERATION

The present paper contains a description of main approaches towards the evaluation of military and economic effect of military lo-gistic systems. It is demonstrated that the index of military and economic effectiveness should be used for the evaluation of the sys-tem of food supplies for the armed forces in the Arctic Zone of Russian Federation. A method of calculation of this index is pro-posed. A formula for calculation of military effect is proposed. The index of comparative military effect is described. A formula for cal-culation of this index is given. Ways of use of this index are described. A system of limita-tions for the threshold values of parameters of military and economic effectiveness is given. Mathematical tools for use of these limitations are proposed.

MILITARY AND ECONOMIC SUBSTANTI-ATION OF PROCESSES FOR ACHIEVING A RESOURCE COMPROMISE IN SECURI-TY OF MATERIAL PROPERTY MILITARY CONSUMERS

The article shows that decision-making on the purchase of clothing in the interests of military consumers is associated with the need to take into account a number of re-strictions that constitute a compromise be-tween the required quality and the availabil-ity of financial resources. A set of parame-ters that describe these limitations in case of material items procurement system of the Federal Security Service of Russia is pro-posed. A method of calculation of these pa-rameters is described. A method of calcula-tion of military and economic effect of the system of material items procurement that takes into account these limitations is pro-posed.

CHARACTERISTIC FEATURES OF RE-FORM OF THE PENSION SYSTEM OF THE RUSSIAN FEDERATION

It is no secret to anyone that the pension system of the Russian Federation is at the reform stage, therefore, today we can al-ready note the advantages and disad-vantages of the reforms, which this study is dedicated to. The author made an attempt to analyze the essence of the reforms, made an excursion into the history of the develop-ment of the pension system, emphasized the imperfection of the existing system, those shortcomings that need to be eliminated as soon as possible, as well as those that can be eliminated in a strategic manner. The au-thor emphasizes that one should adopt the foreign experience of reforming the pension system, while not forgetting the uniqueness and specificity of the Russian pension sys-tem. The relevance of this topic is that the issues of pension provision of citizens will always concern every citizen in the present and in the future. It is worth mentioning the negative point regarding the pension cover-age of citizens who are not officially em-ployed, due to the fact that this category of citizens may be deprived of pension cover-age in old age, or when appropriate condi-tions occur. The author also emphasized that it is in the interest of every citizen to keep abreast of all the reforms and changes occurring in the pension system of the Rus-sian Federation, therefore, it is necessary to use all available opportunities to obtain addi-tional information, whether it be the media or Internet resources.

METHODOLOGICAL BASES OF IMPLEMENTATION DIGITAL TECHNOLOGIES IN THE SYSTEM OF MATERIAL AND TECHNICAL SUPPORT OF THE ARMED FORCES OF THE RUSSIAN FEDERATION

The present paper gives an overview of the present state of research in the field of im-plementation of digital technologies in the system of material and technical supplies for the armed forces. It is demonstrated that there is a need for an algorithm for the use of digital technologies. A general method of implementation of digital technologies in the system of material and technical supplies for the armed forces is proposed. A description of each stage of this algorithm is given. Rec-ommendation for the structure of the digital system of material and technical supplies are formulated.

THE ROLE OF DIGITAL TRANSFOR-MATION IN THE DEVELOPMENT OF SERVICE ENTERPRISES AT THE MOD-ERN STAGE

Digital transformation is becoming a recog-nized need for enterprises of various indus-tries and activities. In the service sector, the introduction of digital technologies offers significant opportunities for companies. Digi-talization allows us to optimize both internal business processes and relationships with consumers of services. Digital technologies are changing the way enterprises in the ser-vice industry operate in a way that has posi-tive consequences for their customers. The conclusions made by the author are based on the results of research by Russian and foreign scientists. The scientific novelty of the proposals developed by the author is to identify promising procedures and tools for digital transformation of service enterprises.

ANTI-CRISIS MANAGEMENT IN RES-TAURANT BUSINESS: STRATEGY AND TACTICS

The article deals with the management of restaurant business enterprises in crisis conditions. The main attention is paid to mechanisms and tools to increase the sus-tainability and competitiveness of enterprises through strategic planning. Important as-pects are the competent allocation of re-sources, conducting a marketing campaign, staff motivation. The main trends in the de-velopment of the restaurant business during the period of the economic crisis and decline in incomes of the population are considered.

METHODOLOGICAL PRINCIPLES OF SUPPLIER SELECTION FOR THE AIR FORCES OF THE FEDERAL SECURITY SERVICE OF RUSSIA

The present paper substantiates the neces-sity of taking into account the economic pa-rameters of transactions between the military customer and the civil supplier for the choice of a method of supplier selection. A critical analysis of existing methods of selection of suppliers of specific resources is made. A method of selection of supplier of specific resources for the air forces of the Federal Security Service of Russia is proposed. Recommendations for the organization of procurement of the air forces of the Federal Security Service of Russia are formulated.

ENHANCING THE ENERGY EFFICIENCY OF RUSSIA'S TRANSPORT INFRA-STRUCTURE UNDER DIGITALIZATION

The article substantiates the importance of the digital transformation of the transport infrastructure in Russia. The relationship of the digitalization of the transport infrastruc-ture and the solution of the problems of en-ergy saving and increasing energy efficiency is considered, which makes it relevant to participate in it as energy companies and authorities at various levels. The authors analyze international experience and evalu-ate modern tools for the innovative devel-opment of transport infrastructure. A number of recommendations are presented that con-tribute to improving the digitalization of the transport sector.

CHARACTERISTICS AND ANALYSIS OF INNOVATIVE INDUSTRIAL DEVELOP-MENT IN RUSSIA, ITS IMPACT ON THE COUNTRY'S ECONOMY

The article describes the current state of de-velopment of the innovation component in the Russian economy. The article considers the world and domestic experience of as-sessing the innovative development of coun-tries and regions. The dynamics of global indicators based on World Bank data is ana-lysed. The dependence of changes in the volume of production of high-tech products on the share of costs for its development and implementation is determined. The analysis of innovative activity is carried out on the example of the development of nano-technologies in Russia. Statistical data de-scribing the current state of this sphere in the Russian Federation and in the world are studied. The directions of development of nanoproducts in the future are considered.

JUSTIFICATION OF INTERCONNECTION BETWEEN TARIFF AND INVESTMENT POLICIES UNDER CONDITIONS OF MODERNIZATION AND DEVELOPMENT OF CITY FUEL

The modernization of the infrastructure of the fuel and energy complex of the city be-comes a recognized need in the context of identifying the lag in applied technologies from the best available and high levels of depreciation of fixed assets. In the article, much attention is paid to the relationship of tariff and investment policies in the process of modernization of fuel and energy facilities. The author emphasizes the importance of taking into account the principles of efficien-cy and sustainability in planning and imple-menting measures to develop and increase the innovativeness of grids. The role of the tariff policy is to ensure the necessary amount of financial resources for the imple-mentation of projects, subject to a balance of interests of energy companies and consum-ers, and the role of investment policy is to justify the need for projects and choose the most effective ones, taking into account fac-tors of economic, environmental and social efficiency.

SPONSORSHIP: AN EFFECTIVE MARKETING COMMUNICATION TOOL OR CONSCIOUS SOCIAL PRACTICE?

This article is devoted to a comprehensive study of the phenomenon of sponsorship. The work is multidisciplinary in nature, writ-ten at the intersection of marketing and soci-ology. The authors trace the historical for-mation and development of sponsorship. The idea is substantiated that theoretical approaches to the interpretation of the es-sence of sponsorship are quite contradictory and the problems of its study are identified. The article argues in favor of the intersection of the interests of the social sphere and business in sponsorship partnerships. Using the example of large Russian companies from various industries, the benefits of the sponsor and beneficiaries are correlated, and its effectiveness is proved.

THE ATTRIBUTE APPROACH IN MAR-KETING RESEARCHES AND MANAGE-MENT OF COMPETITIVENESS OF SOCIO-ECONOMIC SYSTEMS

The purpose of the article was to systema-tize and present the results of the review and the author's clarification of the essence of the attributive method of evaluating system objects for the development of marketing tools, in particular, strategic management of enterprise competitiveness in the conditions of growing turbulence and non-equilibrium of market and other environments. It is proved that the study of the attributive method and the possibilities of its application in strategic management and marketing should be car-ried out in the framework of a hybrid ap-proach, which is characterized by a combi-nation of different management methods, in particular, qualitative-expert and quantita-tive-statistical metrics of analysis and evalu-ation, decision-making with incomplete in-formation. Based on the general theory of systems, the evolutionary approach and tak-ing into account the content of the Kano at-tribute method, as well as its limited applica-bility (only for the product), the author made an attempt to distribute the attribution princi-ples to an integral corporate system. The composition of metrics for attributive as-sessment of a business organization from the point of view of its development stability and competitiveness prospects is justified. A method for evaluating one of the generaliz-ing attribute properties of an organization is proposed. The close connection of the at-tributive method with branding is empha-sized.

RISK MANAGEMENT OF THE SYSTEM OF FOOD SUPPLY FOR THE ARMED FORCES OF RUSSIAN FEDERATION

The present paper contains a comparative analysis of risk management systems of mili-tary organizations and commercial companies. It is demonstrated that the system of food supply for the armed forces includes military and commercial components and should use military and civil tools of risk management. It is demonstrated that during the peace time and war time the tools of risk management of the system of food supply will be different. Recommendations for risk management of the system of food supply for the Armed Forces of Russian Federation are formulated.

PERCEPTION OF ORGANIZATIONAL CULTURE AT THE STAGE OF PRIMARY ADAPTATION

The article presents a study of the peculiari-ties of forming an idea of organizational cul-ture by employees undergoing primary adap-tation. Empirically, the influence of the or-ganizational culture profile determined by the Cameron–Quinn method on the job satisfac-tion of newcomers was revealed.

LOGISTICS IN THE MANAGEMENT OF THE HOUSING AND COMMUNAL SER-VICES SYSTEM (ON THE EXAMPLE OF THE CHECHEN REPUBLIC)

The article is devoted to the theme of the possibility of applying the logistic approach to the management of the housing and communal services system (hereinafter – the housing and communal services) using the example of the Chechen Republic. The main functions of logistics centers are considered, the feasibility of their implementation in the housing sector is noted. The main types of organizational structures of logistics centers are analyzed. The most effective, from the point of view of introducing innovations, or-ganizational structure for the studied field of activity is highlighted. The basic manage-ment methods are studied and the more ac-ceptable for the housing and communal ser-vices system of the Chechen Republic is designated. The main advantages of using the logistic method of managing housing and communal services are listed. Brief conclu-sions are given on the general results of a study of this topic.

This article explores the concept of public-private partnerships (PPPs), which is a mechanism and has established itself quite well in various countries and is also neces-sary for use in the Russian Federation. Pro-jects were also studied in relation to which it is possible to talk about the presence of some of the signs that determine the private-law nature of the relationship arising be-tween a public law entity and a private inves-tor as a result of an investment agreement.
It should be noted that projects in the sphere of housing and communal services, engi-neering and transport infrastructure prevail among the leading projects, but common difficulties for public-private partnerships in Russia were also identified.

THE IMPLEMENTATION OF THE PRINCI-PLE OF MEASURING LABOR OF THE F. TAYLOR SYSTEM IN THE MODERN SYS-TEM OF SOCIO-ECONOMIC DEVELOP-MENT OF THE STATE

The results of a study of processes are pre-sented that implement the principle of meas-uring labor of F. Taylor's scientific manage-ment system as applied to the modern mac-roeconomic system of socio-economic de-velopment - the national economy. It is shown that the principle of measuring the labor of F. Taylor’s system is far from always being implemented properly at the stage of forming work plans, which can lead to blur-ring goals and making it difficult to achieve the results expected by society. It is estab-lished that the implementation of the princi-ple of measurement of work systems F. Tay-lor, proposed to solve control problems in microeconomics, and can be successfully used in the management of modern socio-economic development at the state level and in the level of development of the world economy, removing, in particular, the veil with one of the "greatest mysteries" of mo-dernity Klaus Schwab about the growing gap between the pace of development of techno-logical processes on the basis of innovation and growth in the world labour productivity.
