ARCHITECTURE FOR UNIFICATION OF INDUSTRIAL MONITORING DATA FOR DYNAMIC INTERINDUSTRY BALANCE
Author(s): A.B.Titov, V.N.Khurgina
The article develops an organizational and economic mechanism for data collection to support a dynamic input-output balance in near real-time mode, based on the principles of open architecture for industrial process control systems. It is demonstrated that the key limitation in implementing the concept of dynamic planning is not the mathematical apparatus, but the infrastructural fragmentation of industrial monitoring systems. An architecture is proposed that relies on standardization of component replacement interfaces, unified feature vectors for describing production processes, and a scalable data aggregation platform. An information exchange protocol is developed that ensures a balance of stakeholder interests through a mechanism of verifiable transactions. Results of simulation modeling confirm that the proposed approach reduces the response time of the planning system from 92 to 3.7 days while maintaining computational complexity and ensures a reduction in total cost of ownership (TCO) by 18-22%. The article contributes to the development of technical foundations for digital planning and can be applied in the creation of national platforms for monitoring industrial production.

Assessing the Contribution of Education to GDP Growth and Labor Productivity (Case of Manufacturing Logistics in Russia)
Author(s): I.S.Izotova
In this paper, the problem of transforming human capital into a driver of economic growth in the context of the transition to a data-based economy is examined. Using the example of Russia’s manufacturing logistics sector, the contribution of education to GDP growth, labor productivity improvement, and the reduction of structural unemployment is assessed. The study is based on an extended Cobb-Douglas production function and the growth accounting method (estimating the “Solow residual”). The empirical foundation consists of Rosstat data and industry surveys carried out by CEMI RAS, HSE, and RANEPA for 2019–2025. It is established that the quality of human capital explains up to 45% of output growth in the sector; however, this potential is constrained by the obsolescence of educational programs and institutional imbalances. A direct correlation is revealed between the share of employees with up-to-date digital competencies and the level of productivity. The need to shift from subsidizing inefficient employment to large-scale workforce retraining is substantiated as a key instrument for reducing structural unemployment and ensuring technological modernization.

Author(s): O.V.Umgaeva
The creation of exclusive jewelry made of precious metals and stones (DMDK) is the flagship of the development of the sphere, a specific area that characterizes the economic and creative development of the country. State regulation of the sphere of DMDK turnover and products made from them involves a simplified mechanism for registration and accounting of copyright and jewelry activities. Nevertheless, the proposed form of registration by an artist-jeweler is not in demand by jewelry creators: at the beginning of 2026, 20 people were registered in the new status. The purpose of the analysis outlined in this article is to identify the causes of this situation.
The analysis revealed a number of factors requiring legislative amendments. First of all, this is a clarification of the concept of exclusivity in relation to jewelry and, as a consequence, measures of an economic and non-material nature that contribute to the development of jewelry creativity. The work is of practical importance because the proposed legislative adjustment is aimed at increasing the transparency of the turnover of precious products, improving the mechanism of its accounting with the unconditional support of creative activity.
